Tartan 4100 bilge pump system

I am the second owner of a Tartan 4100. Shortly after I bought the boat, I replaced the factory installed ProMax 4 bilge pump with a submersible Rule. The ProMax had a capacity of 4 gph and was installed up high and near the transom. The Rule is 2000 gph and was installed in the bilge. The problem is that the Rule siphons water even with a loop mounted high in the transom with an anti-siphon vent. In rough seas and especially following seas, I believe the loop is below the water line and starts a siphon into the bilge. It has been recommended to me to install the loop in the galley sink area, where it can be mounted higher and closer to the pump. Would like to hear if anyone else has had this issue and what their experience has been in fixing this situation. Also is there any other advice or recommendations that you think might work.
